Mu Chapter was founded in 1962, covering Northern California, including the San Francisco Bay Area, Sacramento and Davis. The chapter had the honor of hosting the 1969 Winter Convention, drawing Rho Psi members not only from different parts of the Continent, but also representatives from Hawaii and Hong Kong.

The chapter was quite active in the 1970s and led a number of inter-fraternity functions, in cooperation the other three major Chinese fraternities, before the level of activities flattened during the 1980s. However, as an increasing number of Rho Psi members (and their children) moved to the Bay Area, the list of Mu Chapter members exceeded 20 by early 1990s.

Inspired by the Rho Psi spirit during the 80th and 90th anniversary reunions hosted by the Iota Chapter, the more active Mu members exchanged ideas with Frank Pao, President of the Rho Psi Foundation, regarding ways and means to attract young men and women to join Rho Psi. After several successful parties at the homes of Chih-ming & Yue-fen Hu (Mu Chapter president) in Palo Alto, and Ron & Rosie Soohoo in Davis, and elsewhere, Mu Chapter held its first initiation in decades at Kan & Lillian Chen's home in Hillsborough on March 18, 2007. A second initiation will be held at Steve & Iris Tsai's clubroom on September 9, 2007.

The Mu Chapter has been taking the “academic route” to recruit new members – so far through Stanford University and San Jose State University, and in the future, hopefully, through UC Davis and UC Berkeley as well. It is worth noting that the new initiate on September 9 is a graduate student recommended by one of the initiates on March 18. Therefore we may say that the new initiate is truly a second generation.
